Job Summary
The Senior Information Security Technical Program Manager leads the end-to-end delivery of large, complex technology programs that advance Information Security capabilities. This role manages multiple workstreams, project plans, resources, risks, issues, dependencies, financial and change-control activities, and business and technology deliverables across Agile, Waterfall, and hybrid lifecycles.
The Senior Technical Program Manager develops integrated plans, drives execution, manages program risks and dependencies, and ensures early engagement across Architecture, Risk, Engineering, Operations, Technology, and impacted business organizations. The role also prepares and presents program updates to key stakeholders and executive management.
Responsibilities
- Manage multiple programs end-to-end within defined schedules, budgets, quality standards, and scope.
- Manage resources and drive teams to successfully complete large, complex Information Security programs and projects.
- Develop project timelines, detailed project plans, and track program/project progress and status.
- Develop deliverables and confirm interdependencies across Information Security departments and stakeholders, including Technology organizations outside of Information Security.
- Ensure responsible parties deliver assigned tasks according to the detailed project plan.
- Provide status updates and escalate risks, impediments, and issues to key stakeholders.
- Track interdependencies and ensure early engagement of cross-impacted teams, including Architecture, Risk, Engineering, business partners, and other technology organizations.
- Support the development and approval of program and project business cases.
- Manage project lifecycle phases using Waterfall, Agile, or hybrid methodologies, including initiation, development, requirements, design, build, testing, implementation, and project closure.
- Lead, facilitate, and participate in the delivery of major project deliverables, including Epics, features, project plans, business and functional requirements, analysis and design, QA, end-user testing, and Product Management deliverables.
- Coordinate and lead onsite and virtual team resources across multiple time zones and geographic locations, including offshore teams.
- Prepare and present project updates and status reports to program and executive leadership.
- Manage change-control processes, project financial approval activities, project issues and risks, contingency planning, and other activities supporting overall program success.
- Contribute beyond traditional Program Manager responsibilities, including supporting Production Management, development, testing, and business analysis activities.
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, MIS, Economics, Finance, Operations Management, or a related discipline.
- 15+ years of professional experience in banking, financial services, consulting, software, or related technology environments.
- 15+ years of project management experience leading complex projects valued at $1M or greater.
- 5+ years of Information Security experience within large banks or other financial institutions.
- Experience managing teams of Project Managers across multiple workstreams on large programs.
- Experience leading several complex system projects simultaneously.
- Experience delivering Information Security programs and projects.
- Knowledge of Information Security or Cybersecurity Operations, including:
- Privileged Access Management (PAM)
- Authentication
- Service Account Management
- Threat Detection
- Security Monitoring
- Incident Response
- Static Application Security Testing (SAST)
- Dynamic Application Security Testing (DAST)
- Vulnerability Management
- Knowledge of access management platforms such as CyberArk, SailPoint, and Microsoft Entra ID.
- Knowledge of Cloud-Native Application Protection Platforms (CNAPP), including Wiz, Prisma Cloud, and CrowdStrike.
- Understanding of systems development methodologies and the ability to direct and manage business partners, technology resources, subject matter experts, user interface design, QA, UAT, and other groups involved in defining, designing, and deploying product capabilities.
- Strong relationship management skills with the ability to quickly build trust and rapport, structure problems, build consensus, and negotiate agreements.
- Proven ability to manage large programs in a manner that reduces risk, ensures predictable results, and meets or exceeds timelines.
- High degree of creativity, self-motivation, and commitment to successful delivery.
- Strong organizational skills and attention to detail.
- Excellent written and verbal communication skills, with the ability to influence others and facilitate difficult conversations with leadership.
- Expertise in project management and delivery methodologies, including Waterfall, Agile, and Hybrid.

- Information Security experience within a top-tier U.S. bank.
- Ability to identify conflicts in project schedules and work collaboratively to resolve discrepancies.
- Ability to balance big-picture program implications with detailed problem solving.
- Ability to independently identify key issues and structure complex problems.
- Project Management Professional (PMP) certification.
- Process Improvement certification, such as Six Sigma.
- Certified ScrumMaster (CSM) certification.

Ideal Candidate
The ideal candidate is a senior Information Security Technical Program Manager with extensive financial-services experience who has successfully delivered large, complex cybersecurity and technology programs. They should be comfortable managing multiple workstreams and Project Managers while working across security, technology, architecture, risk, engineering, operations, and business teams.
Strong candidates will combine deep program delivery expertise with enough cybersecurity knowledge to effectively manage initiatives involving PAM, identity and access management, security monitoring, threat detection, vulnerability management, application security, and cloud security platforms.
