2. ABOUT RENDEAVOUR
Rendeavour Services Limited is Africa's largest new city builder, developing more than 12,000 hectares (30,000 acres)
across seven landmark cities in five countries: Tatu City (Kenya), Alaro City and Jigna City (Nigeria), Appolonia City and
King City (Ghana), Roma Park (Zambia), and Kiswishi City (DRC). Operating on 20- to 50-year horizons and backed by
long-term capital from investors in the US, UK, Norway, and New Zealand, Rendeavour builds the complete urban
fabric — residential, commercial, industrial, logistics, education, healthcare, and the ICT, power, water, and road
infrastructure that makes cities function. The portfolio hosts 250+ businesses, 6,000+ students in on-site schools, and
a combined valuation exceeding USD 5 billion. Tatu City alone attracts more than 50% of Kenya's annual foreign direct
investment.
In 2026, Rendeavour was appointed as the African Continental Free Trade Area's (AfCFTA) inaugural implementation
partner for industrialisation and trade infrastructure — a landmark recognition of its Special Economic Zone expertise
and its capacity to build the corridors and industrial ecosystems underpinning intra-African commerce. This
appointment marks a decisive acceleration of Rendeavour's growth trajectory: from city builder to continental
industrialisation platform.
3. ROLE PURPOSE
This is a first-of-its-kind role for Rendeavour. As the Group scales its city portfolio, and grows its residential,
commercial, and industrial product lines across five markets, the Group CTIO has been created to position technology
as a strategic engine of that ambition. The role carries a dual mandate: the CIO mandate — building a world-class,
integrated operational backbone across all cities and markets; and the CTO mandate — deploying data, AI, and digital
platforms to drive innovation, accelerate commercial performance, and sharpen how Rendeavour positions and sells
its products to residents, businesses, and global investors. The Group CTIO sits on Rendeavour's Executive Committee
and reports to the Group CFO.
While Rendeavour has existing IT resources embedded across its country operations and at Group level, a central part
of this mandate is to assess, structure, and build the Group technology function from the ground up — defining the
right organisational model, recruiting the leadership layer across key domains (infrastructure, cybersecurity, digital
transformation, data & analytics, and governance), and propelling existing in-country talent into a coherent, high-
performing team.
4. KEY RESPONSIBILITIES
4.1 Technology Vision & Strategy
Define and own Rendeavour's multi-year technology roadmap, aligned to the Group's city development and
serve as the primary technology advisor to the Group CFO, CEO, and Board.
Build and maintain the Group Technology Architecture Blueprint, ensuring coherence and scalability as
Rendeavour expands its city portfolio and enters new markets.
Lead the annual technology planning cycle, including multi-year CAPEX/OPEX budgets tied to city development
and commercial milestones.
4.2 Digital Transformation
Lead the digitisation of Rendeavour's end-to-end value chain: land acquisition, infrastructure planning and
delivery, construction management, commercial leasing, property sales, and facilities operations.
Oversee integrated platform deployment across the Group: ERP/MIS, CRM, project management, and document
management, with rigorous change management to drive adoption across Rendeavour's lean, multi-country
team.
Deploy a best-in-class digital sales and marketing technology stack — virtual city tours, interactive site plans,
investor portals, and digital purchase journeys — positioning Rendeavour's residential, industrial, and
commercial products competitively in a global market.
4.3 Data, Analytics & Artificial Intelligence
Design and govern the Group Data Framework — ownership, quality, classification, and privacy compliance
across all five operating markets — and build a unified Group data platform (data lake / lakehouse) enabling a
single analytical view across all seven city operations and Group HQ.
Drive AI and machine learning adoption to sharpen Rendeavour's operational engine: from predictive
infrastructure maintenance across city assets, AI-assisted construction cost and schedule modelling, regulatory
compliance/fraud monitoring, analytics on support functions data flows, to financial planning and forecasting
tools that reduce manual effort and human error across the Group.
Deploy data analytics to improve city planning decisions: population demand modelling, utilities and services
capacity forecasting, SEZ tenant mix optimisation, and project risk analytics — enabling Rendeavour to develop
its cities smarter and allocate capital more precisely.
Deliver an executive BI platform providing real-time portfolio, project, financial, and operational insights for the
Group CFO, CEO, and Board — replacing fragmented reporting with a single, trusted source of Group
performance data.
Leverage data and AI to support Rendeavour's commercial function — including demand and pricing analytics
for residential, industrial, and commercial products — ensuring technology also accelerates the positioning and
conversion of Rendeavour's land and building inventory.
Ensure full compliance with data protection regulations across all operating markets: Kenya Data Protection Act,
Nigeria NDPR, Ghana Data Protection Act, and GDPR where applicable.
4.4 IT Infrastructure, Architecture & Operations
Own the Group enterprise architecture across all city operations and lead the end-to-end rollout of a Group-
wide ERP — from vendor selection, business case, and programme governance through configuration, change
management, go-live, and stabilisation — establishing a single version of operational truth for land
management, project accounting, commercial transactions, and financial reporting. Balancing with local & closed
servers when data privacy is at stake.
Define and execute the Group cloud strategy with appropriate data sovereignty controls, ensuring the ERP and
broader application landscape are built for scale and resilience across all five operating markets.
Manage Group-wide network, connectivity, and ICT infrastructure across development sites and operational
hubs while driving IT TCO optimisation in a capital-disciplined environment.
4.5 Cybersecurity & Technology Risk
Define and enforce the Group Cybersecurity Framework (ISO 27001-aligned), oversee security operations and
incident response, lead BCP/DR for all critical systems, and provide regular cybersecurity risk reporting to the
Audit & Risk Committee and Board.
Manage third-party and vendor cyber risk, particularly as Rendeavour deepens ICT infrastructure embedded
within its cities and interfaces with AfCFTA government systems.
4.6 Governance, Compliance & Vendor Management
Chair the Group Technology Steering Committee; establish Group-wide IT governance standards with city-level
technology leads accountable to these; and manage strategic vendor relationships (alike Microsoft, Oracle, AWS,
SAP, Salesforce) to secure best-value enterprise agreements.
Manage the technology budget (CAPEX/OPEX) with rigorous business case discipline; oversee technology due
diligence for new city acquisitions, AfCFTA infrastructure partnerships, and new country entries.
4.7 Technology Leadership & Talent
Build and lead the Group technology function across HQ and all five markets; establish a high-performance,
innovation-driven culture; and drive digital literacy across Rendeavour's commercial and development
leadership.
Design and execute the Group technology talent strategy — hiring, development, succession, and retention —
building Rendeavour's reputation as a destination for pan-African technology talent.

6. QUALIFICATIONS & EXPERIENCE
Qualifications
Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field; MBA or Master's
in a relevant discipline strongly preferred.
Relevant certifications advantageous: TOGAF, ITIL v4, CISSP/CISM, PMP/SAFe, and/or major cloud platform
certifications (AWS, Azure, GCP).
Essential Experience
20+ years of progressive technology leadership, with at least 10 years as Group CIO, CTO, or CTIO in a multi-
country, multi-business-unit organisation.
Proven track record designing and delivering enterprise-scale digital transformation programmes with
measurable commercial outcomes, including AI/data and digital sales technology deployments.
Demonstrated pan-African or multi-geography technology operations experience across diverse regulatory
environments and variable infrastructure maturity; proven ability to manage large technology teams and
budgets at enterprise scale.
Board and ExCo-level presence: presenting technology strategy, managing risk reporting, and influencing non-
technical senior stakeholders including patient-capital investors.
Demonstrated experience leading large-scale ERP rollouts across multi-country, multi-entity organisations —
from vendor selection and business case through programme delivery, change management, and post-go-live
stabilisation.
Advantageous
Experience in real estate, urban development, infrastructure, or construction in Africa; familiarity with SEZ
technology frameworks or AfCFTA-related digital trade platforms.
Track record building digital sales platforms, CRM ecosystems, or investor engagement technology in a complex,
multi-product sales environment.
