Niyam IT is seeking a Geospatial Developer to support a Radar Site and Spectrum Relocation Analysis Support program for a federal client that operates a nationwide network of weather radar (NEXRAD) facilities. This effort supports a broader federal initiative to repurpose spectrum for commercial licensed use, while ensuring the client agency retains its mission-critical weather forecasting capabilities. The Geospatial Developer will design and build the applications, automated pipelines, and dashboards that turn the program's spectrum and site data into scalable, decision-ready geospatial products. This position is fully remote, with minimal, occasional travel as noted below.

ROLES AND RESPONSIBILITIES

• Design and develop the software components of the database-first geospatial architecture, including data models, automated ingestion pipelines, and geospatial services supporting the full NEXRAD network.
• Build and maintain Esri-based and/or open-source geospatial web applications and dashboards for visualizing incumbents, interference indicators, 300 km analysis extents, obstruction environments, and site viability status. 
• Develop automated geospatial export and report-generation workflows that produce standardized, template-driven map and report deliverables at scale. 
• Implement automated propagation, line-of-sight, and beam-blockage analysis routines in coordination with the spectrum engineering and GIS teams. 
• Integrate diverse geospatial and spectrum data sources (FCC, FAA, USGS 3DEP, imagery, terrain, clutter, and Government-furnished datasets) through repeatable, documented pipelines. 
• Support ingestion of field-collected survey data, imagery, and frequency measurement outputs into the master database and dashboard. 
• Optimize performance, reliability, and maintainability of geospatial applications and data services, and support deployment in Esri and/or cloud (e.g., AWS) environments. 
• Ensure all software, data handling, and hosting practices comply with Controlled Unclassified Information (CUI) requirements throughout the period of performance. 

REQUIRED QUALIFICATIONS

• US Citizenship.
• Bachelor's degree in Computer Science, Software Engineering, GIS/Geospatial Science, or a related field (equivalent experience considered in lieu of degree).
• 4+ years of software development experience, including geospatial application development or geospatial data engineering.
• Proficiency in Python and experience with geospatial libraries and APIs (e.g., ArcGIS API for Python, GeoPandas, GDAL/OGR, Shapely).
• Experience developing web mapping applications using Esri (ArcGIS API for JavaScript, Experience Builder) and/or open-source stacks (Leaflet, OpenLayers, MapLibre).
• Experience with spatial databases (e.g., PostGIS) and building automated ETL/data pipelines. 
• Familiarity with version control (Git) and modern software development and deployment practices. 

• Working knowledge of Controlled Unclassified Information (CUI) handling requirements.
• Ability to travel occasionally (minimal) to support program activities as needed. 

PREFERRED SKILLS

• Experience deploying geospatial applications in cloud environments, particularly AWS. Familiarity with radar, RF, spectrum, or telecommunications data and analysis. Familiarity with open RF data standards (e.g., SigMF) or scientific data formats.
• Prior experience supporting a federal agency with mission-critical infrastructure or geospatial programs.
• Experience automating report and map production from a centralized geospatial database.
• Experience with ArcGIS Enterprise administration or geospatial server/service configuration.
