IT Program Manager

Title: IT Program Manager Location: Washington, DC - No clearance required

M9 Solutions is seeking an IT Program Manager to work on-site in support of a government contract for a client located in Washington, DC.

Responsibilities

• Manages contractor staff and cross-functional project teams supporting government Program Managers, providing day-to-day leadership, resolving issues, and leading large or complex projects and assignments.
• Interfaces with government contracting officers, program managers, leadership, performers, and other stakeholders to address program requests, develop outreach strategies and solutions, build relationships, and facilitate the transition and deployment of developed technologies.
• Plans, schedules, executes, monitors, and oversees projects throughout the full lifecycle, including SDLC activities, release planning, change management, systems development, maintenance, production, and resource planning.
• Ensures successful project delivery by monitoring scope, schedule, cost, quality, performance, and technical requirements; measures and reports progress; and ensures deliverables are completed on time, within budget, and meet or exceed commitments and expectations.
• Proactively identifies and manages project risks, issues, changes, and escalations using established processes and tools; develops and executes risk response plans and monitors issues through resolution.
• Conducts technical research, assessments, and analyses to evaluate new concepts, emerging technologies, alternatives, methodologies, technical merit, innovation, feasibility, risks, benefits, and potential solutions in support of government requirements and program goals.
• Supports the formulation, planning, and management of R&D and technology programs, including developing program concepts, shaping research goals, establishing project metrics, prioritizing work, participating in design reviews and status meetings, and aligning activities with business and mission objectives.
• Develops and presents program and technical documentation, including briefings, technical analyses, papers, recommendations, project plans, proposal concepts, evaluation materials, and other required project documentation.
• Implements and manages continuous process improvement (CPI), quality assurance, and project management improvements, including tracking performance and cost outcomes, supporting CPI awareness and training, and documenting and implementing improved processes.
• Serves as a subject-matter expert on complex projects and assignments, analyzing challenges involving technology, finance, scheduling, methodologies, tools, and solution components, and developing innovative recommendations and approaches.

Required Skills and Qualifications

• BS/BA degree in Computer Science, Information Sciences, or related IT discipline. An additional ten (10) years of related professional experience can be substituted for a BS/BA degree.
• 10+ years of program management experience servicing federal government contracts with similar size, value, and complexity.
• Project Management Professional (PMP) certification.
• Knowledge of project planning, monitoring, and financial activities related to program management.
• Knowledge of managing multiple project teams and meetings.
• Knowledge of projects and programs with well-defined metrics.
• Knowledge of program management and technical monitoring performed by a contracting officer's technical representative for the U.S. government.
• Able to fully utilize Microsoft Project.
