The Program Manager will integrate task-order delivery, financial stewardship, staffing, technical execution, and quality assurance. Success requires disciplined program controls, proactive risk management, transparent reporting, and delivery of measurable outcomes without disruption to mission-critical services.
Primary duties include:
- Own program execution across the base task order, ensuring authorized scope, staffing, milestones, deliverables, and performance commitments align with the task order’s period of performance, funding, and contract requirements.
- Develop and maintain the Project Management Plan (PMP), integrating scope, cost, schedule, risk, quality, communications, and staffing management.
- Build and maintain an Integrated Master Schedule (IMS) with critical milestones, dependencies, schedule drivers, and recovery actions; provide monthly baselines and updates as needed.
- Manage task-order budgets, labor and subcontractor expenditures, forecasts, funding burn rates, and estimates to complete; identify variances early and implement corrective actions to protect cost objectives.
- Coordinate task-order proposal inputs, including technical approach, staffing plans, execution schedules, and price/cost estimates; ensure work begins only after task-order issuance and required funding authorization.
- Lead recurring Program Management Reviews (PMRs) with the Contracting Officer’s Representative (COR) and stakeholders; present progress, cost and schedule health, risks, decisions, and mitigation actions.
- Prepare accurate Monthly Status Reports (MSRs) addressing accomplishments, planned activities, issues, risks, financial status, and funds expended versus remaining.
- Establish and maintain a program risk register, track technical and programmatic risks, and drive mitigation, issue escalation, change control, and decision documentation.
- Oversee quality assurance and performance measurement against contractual service-level agreements (SLAs), acceptable quality levels (AQLs), and Government surveillance expectations; drive timely remediation of deficiencies.
- Integrate delivery leads across enterprise architecture, infrastructure, application modernization, DevSecOps, cybersecurity, data, service desk/O&M, training, and transition activities.
- Lead staffing and subcontractor coordination to maintain qualified, cleared resources and continuity of operations across geographically dispersed secure sites.
- Plan and govern transition-in, transition-out, and modernization milestones while minimizing mission disruption and maintaining service availability.
