Job SummaryWe are looking for a Human Resources Advisor (HRA) experienced in the humanitarian sector to support a portfolio of Country Offices in West Africa, Latin America, the Middle East, and Southeast Asia. This role offers the opportunity to combine strategic HR thinking with real operational impact, influence HR practice across diverse contexts, build the capacity of colleagues, and contribute to a stronger, more consistent global HR function.Based in The Hague, Netherlands, you will be a trusted HR partner to Country Office leadership and HR teams, providing strategic and technical HR advice, strengthening local HR capacity and helping ensure consistent, compliant and effective HR practices. This is an advisory role, combining HR expertise, coaching, problem-solving and collaboration. During exceptional and time-bound situations such as start-ups, emergencies or crises, the HRA also provides hands-on operational support and carries out HR activities. The role requires frequent travel to Country Offices.Main ResponsibilitiesAdvise and support Country Offices in workforce and organizational planning, including workforce requirements, succession and capacity needs.Strengthening HR capacity by coaching managers and HR focal points in applying INSO’s HR policies, procedures and practices.Champion compliance, helping Country Offices navigate local labour legislation, INSO policies and donor and audit requirements.Monitor data quality in HR systems, and report on trends and identify risks to facilitate decision-making.Identify workforce, organizational and people-related risks, trends and opportunities and contribute to global HR projects, policies and organizational improvements.Support safeguarding, employee relations and duty of care, working closely with specialist colleagues.Visit Country Offices to provide targeted advice, oversight and capacity building.Requirements5+ years of progressive HR experience in an INGO or humanitarian environment, including experience supporting country office.3+ years of advisory expertise supporting the employment lifecycle, including workforce planning, recruitment, performance management, employee relations, and organizational change.Demonstrated experience partnering with managers on workforce, organizational and people-related challenges, translating needs into practical HR solutions..Sound knowledge of labour laws, HR compliance and risk management with experience working with donor/audit requirements.Ability to analyze HR and workforce data, identify trends and risks, and translate insights into practical recommendations for managementExperience in reporting using HR systems. Confidence and credibility to coach and advise constructively managers and HR colleagues across cultures and at different levels of seniority.Fluency in English. Terms & ConditionsFixed-term (renewable) contract based in The Hague, Netherlands, EUR 5,610 per month plus 8% vacation pay (vakantiegeld), 2.5 days annual leave per month. INSO provides Basic Premium ONVZ health insurance for staff members and their dependents. The right to live and work in the Netherlands is required for this position.
