Homeless Services, HMIS Analyst

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the administration and operation of a Homeless Management Information Systems (HMIS) for a large Continuum of Care (CoC).

The successful candidate will serve as an integral part of the HMIS system administration team, ensuring accurate data is collected in HMIS and reporting partners, including funders and policymakers. The HMIS Analyst will be responsible for analyzing systems- and project-level HMIS to develop reports and analytic products that inform strategy and operations. The ideal candidate will have a strong understanding of data quality, report development, relational database administration, HMIS programming specifications, report development, and analytics.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Key Responsibilities:

HUD and HMIS Subject Matter Expertise

• Provide subject matter expertise for technical assistance projects that support local efforts to prevent and end homelessness through strategic planning activities, system and program evaluation, data analysis, system modeling, research, and policy development.

• Interpret HUD policy and technical guidance and translate requirements into practical system configurations, data collection practices, and reporting workflows.

HMIS System Administration 

• Develops efficient and replicable approaches to developing reports, analytic work products, system administration activities, and other work tasks as assigned.

• Support the implementation of HMIS data quality checks, validation rules, and monitoring processes using automated and manual approaches.

• Identify system configuration settings, business rules and workflows, and other system administration activities.

Reporting and Data Analytics 

• Contributing to high-quality, professionally written products such as performance measurement reports, research briefs, and training materials.

• Strong understanding of HMIS data quality methods, performance measurement and evaluation approaches.

• Develop and document repeatable analytical approaches for federal and local reporting needs.

Training and Technical Assistance

• Collaborate across program, policy, and technical teams to ensure data solutions align with homeless services best practices and equity goals.

• Collaborate effectively in team environments, contributing to client-focused solutions with high-quality deliverables.

• Develop and maintain HMIS documentation to support training development and delivery

Minimum qualifications: 

• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy, Planning, or a related field; equivalent experience may be considered.

• Minimum 2 years of experience working directly with an HMIS software implementation.

Professional qualifications: 

• Thorough understanding of HMIS report programming specifications.

• Strong analytical, problem-solving, and decision-making capabilities.

• Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines.

Preferred qualifications:

• Experience using Python, R, SQL or other code-based reporting and scripting frameworks to support report development.

• Strong team player with the ability to take initiative and work well independently.

• Superior attention to detail and the ability to meet stringent deadlines.

• Ability to prioritize and manage multiple activities. simultaneously in a fast-paced, changing environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$74,090.00 - $125,954.00 Nationwide Remote Office (US99)
