Core Responsibilities:

Own day-to-day delivery: scope, schedule, cost, and quality.
Manage project team performance and morale.
Serve as hiring manager for staff and subcontractors.
Identify growth and expansion opportunities.
Maintain accurate forecasts and financial inputs.

Financial Accountability:

Direct responsibility for project margin, burn rate, and forecast accuracy.
Authority to make staffing and delivery tradeoffs within guardrails.

Delivery Operations & Compliance:

Personally accountable for:
- Timesheet accuracy and timeliness.
- Invoice reviews and approvals.
- PMR completion and accuracy.
- Contract action awareness.

First line of defense for audit and compliance readiness.

Minimum Requirements

Education: BA/BS
Experience: LCAT requirement is BA/BS and 10 years experience OR MA/MS and 8 years experience OR 14 years of experience
Certifications: PMP

Preferred Expertise

Demonstrated success in Management of Federal Contracts; driving CPAR scores; people management; management of technical programs.
Familiarity with USPTO New Ways of Working; Agile.
Strong analytical and problem-solving capabilities.
