Position Overview
CGINTL is seeking an accomplished Program Analyst to provide program, portfolio, real-property, project-analysis, risk, facilitation, and acquisition-support analysis to the BPAM PMO. You will help the PMO report consistently, keep facility data current, and give leadership clear visibility into construction, sustainment, and operational performance across the Border Patrol and Air and Marine portfolio.
This position supports U.S. Customs and Border Protection (CBP) through the Program, Project and Mission Support Services (PPMSS) effort for the Border Patrol and Air & Marine (BPAM) Program Management Office (PMO). The BPAM PMO plans, builds, sustains, and operates the facilities that U.S. Border Patrol (USBP) and Air and Marine Operations (AMO) rely on to carry out their mission.
Facilitation and Meeting Preparation
- Facilitate meetings and ad-hoc working sessions, including agendas, meeting control, action-item tracking, minutes, and stakeholder updates.
Acquisition Support
- Assist Program and Project Managers with procurement timelines, milestones, acquisition documentation, plans, and performance measures.
- Help develop requirements documents (SOW, SOO, PWS) consistent with USACE, FAA, GSA, CBP, HSAR, FAR, and applicable policy.
- Assist with Market Research, Determinations and Findings, Analyses of Alternatives (minimum of three capable vendors), and Independent Government Cost Estimates and lifecycle cost research.
Portfolio Analysis and Reporting
- Develop standard and ad-hoc briefings and reports: request information from subject-matter experts, analyze and validate data, prepare presentation products, and perform QA.
- Provide program-level analysis on construction projects and facility sustainment, maintenance, repair, and operational costs.
- Help develop and improve the construction-portfolio risk-management program, including risk registers, lessons-learned analysis, senior-management reporting, and technical review of project documents.
- Prepare external briefings such as the Assistant Commissioner's Monthly Report, AMO and USBP Monthly Project Updates, and quarterly AMO and USBP meetings, and internal briefings such as Program Management Reviews, monthly project reviews, and the weekly Execution Plan.
Real Property Management
- Develop and update the monthly Real Property Management Report and keep real-property inventory and documentation current in the property and financial system of record.
- Maintain the facilities portfolio in TRIRIGA or successor, updating after Facility Condition Assessments, master plans, and new construction or improvement projects.
- Ensure owned assets carry a current replacement value and Facility Condition Index (FCI), track square footage and space use, and support a portfolio-analysis database.
- Track completion of real-property asset validation and record-cleanup activities.
Project Analysis and Risk Management Support
- Support projects from initiation through closeout, including project and real-property reporting and QA/QC of Project Requirements Documents (PRDs).
- Manage data in project-reporting databases, review change requests, review or draft Interagency Agreements (IAAs), and track cost, schedule, and performance data.
- Identify and monitor risks, perform assessments of performance, schedule, and cost risk, prepare quantitative risk assessments, and communicate the impact of risk changes to management.
- Produce recurring deliverables including the Percent of Completion Report (quarterly), LER Non-Capital Report (quarterly), Substantially Complete Report (monthly), Draft Projects Report (monthly), and Execution Plan (weekly).
Required Qualifications
- Bachelor's degree or equivalent. Additional relevant experience may offset education requirements on a case-by-case basis with Government client and COR approval.
- Office management and data-analytics experience desired.
- Proficiency with Microsoft Word, Excel, and PowerPoint
- Strong analytical, reporting, and communication skills.
- Ability to validate data from multiple sources and present conclusions clearly to senior audiences.
- Working knowledge of federal acquisition documentation and cost-estimating practices.
Preferred Qualifications
- Prior experience with IBM TRIRIGA and SAP (highly preferred, not required).
- Experience with federal real property, construction portfolios, or program analysis.
- Experience building briefings, dashboards, and quality-checked data products for senior leadership.
- Experience with risk registers, lessons-learned analysis, and QA/QC of project documents.
- Advanced proficiency in Microsoft Excel and PowerPoint; SharePoint experience.
