The Opportunity
Crowned Grace International (CGINTL) is seeking an experienced Contract Project Manager to lead a multi-year organizational development and workforce training program for a large public water utility client in the Maryland suburbs of Washington, DC. You will be the single point of accountability for the program, directing every training task order from request to closeout and serving as the primary liaison to the client's contract administrator. This position is contingent upon contract award; we are building a qualified candidate pool now.
What You Will Do
- Acknowledge each training request within three (3) business days and lead the written task-order proposal: qualifications, scope and price.
- Maintain an integrated master schedule of all task orders, deconflicting faculty, rooms and virtual platforms across departments.
- Assign and direct all contract personnel; ensure no work begins without written authorization and Notice to Proceed.
- Deliver evaluations, End-of-Program Training Reports and badges or certificates within thirty (30) business days of completion.
- Operate CGINTL's ISO 9001:2015 quality system on the contract: reviews, observation, risk logs, corrective actions, lessons learned.
- Hold MBE/SLBE retention at or above 60%, report payments monthly and pay subcontractors within fifteen (15) days.
- Manage background investigations and photo ID and obtain the client approval before any Key Personnel change.
Qualifications
- Bachelor's degree in Business Administration, Management, Human Resources, Organizational Development, Education, or a related field.
- Minimum of five (5) years of experience managing multi-year public-sector or utility training contracts, or training contracts for an organization similar in scope, size, and complexity to the client, including rolling schedules across multiple departments and simultaneous in-person and virtual cohorts.
- Active Project Management Professional (PMP) certification from the Project Management Institute, or equivalent.
Preferred Qualifications
- A Master's degree is preferred.
- Prosci Certified Change Practitioner; Lean Six Sigma Green Belt or higher; ISO 9001 quality management experience.
How You Will Live Our Values
- Accountability - "No Excuses Here": Owns every schedule, deliverable and closeout. When an issue arises, reports it early with a recovery plan rather than an explanation.
- Integrity & Trust: Is the first to tell the client the truth about risks, delays and MBE/SLBE participation, and keeps every commitment made in a task-order proposal.
- Caring: Applies the Platinum Service Principles: sees the client as a Client, not a customer; anticipates each department's needs; responds with immediate and appropriate service.
Work Requirements
- Successful completion of the client's post-offer background investigation, including work, driving, and criminal history, before working at client facilities.
- Availability for on-site work Monday through Friday between 7:00 a.m. and 3:30 p.m., and travel within Montgomery and Prince George's Counties, Maryland.
- Adherence to client and CGINTL standards of conduct, ethics and confidentiality.
- Must be able to pass government background investigation.
