Computer Systems Engineer
Nakupuna Companies is seeking a Computer Systems Engineer to join our team of talented consultants. The individual will serves as the hands-on engineer for installing, configuring, developing, integrating, testing, and sustaining the Mulesoft Anypoint Platform and/or Informatica in NAVSUP AWS GovCloud.in NAVSUP's AWS GovCloud environment. The engineer builds secure and reusable API services connecting NAVSUP data and logistics systems with WDP/Jupiter, Flank Speed/Power Platform, FMS CDX, and other approved mission partners.
The individual will support NAVSUP Business Systems Center as a hands-on API Integration Engineer responsible for configuring, developing, integrating, testing, documenting, deploying, and sustaining the MuleSoft Anypoint Platform and/or Informatica within NAVSUP’s AWS GovCloud environment and/or Develop secure, reusable APIs and Mule applications supporting data exchange between NDP, WDP/Jupiter, Flank Speed/Power Platform, FMS CDX, and prioritized NAVSUP and mission-partner systems. Implement API lifecycle and governance practices, authentication and authorization, routing, rate limiting, versioning, monitoring, error handling, incremental data updates, and automated CI/CD deployment. Collaborate with the Senior Architect, Informatica and database personnel, cybersecurity staff, Government system owners, and external program offices to resolve dependencies and deliver reliable integrations. Maintain code, configurations, test evidence, API specifications, runbooks, and work status in Azure DevOps while supporting RMF/STIG activities, operational sustainment, and knowledge transfer. The primary work site is Mechanicsburg, Pennsylvania; remote or contractor-site work requires Government coordination and approval.

- Install, configure, administer, patch, upgrade, and sustain MuleSoft Anypoint Platform and/or Informatica components, including API Manager, Runtime Manager, Design Center, Exchange, and API Governance capabilities.
- Connect the NAVSUP environment to the FMS Central Data Exchange control plane and configure secure communication with AWS GovCloud services and approved integration endpoints.
- Design, develop, configure, and deploy REST APIs and Mule applications that support secure, bidirectional data exchange and enterprise reuse.
- Configure API gateways, routing, traffic management, rate limiting, throttling, retry logic, transaction management, versioning, analytics, monitoring, and error handling.
- Implement authentication and authorization using DoD-approved PKI, SSO, certificates, identity-management services, and role-based access controls.
- Establish API lifecycle and governance practices covering design, documentation, naming, data standards, security, testing, deployment, reuse, deprecation, and backward compatibility.
- Build API connectivity and end-to-end data flows between NDP and WDP/Jupiter, Navy Flank Speed/Power Platform, NAVSUP logistics systems, Salesforce, and other approved mission-partner systems.
- Develop incremental-update patterns and change-data-capture mechanisms that reduce reliance on bulk S3 or SFTP transfers; implement synchronization monitoring and alerts.
- Develop Power Platform or custom connectors where required and coordinate interface specifications with external system administrators and program offices.
- Develop and execute functional, integration, regression, load, security, performance, and operational-readiness tests; capture evidence and remediate findings through acceptance.
- Use version controlled Everything as Code practices and CI/CD pipelines for configuration, policy, security, testing, and deployment artifacts.
- Maintain OpenAPI/Swagger specifications, architecture diagrams, API catalogs, governance wiki content, configuration records, runbooks, training materials, and Azure DevOps work items.
- Provide incident triage, root-cause analysis, vendor escalation, performance tuning, knowledge transfer, and ongoing operational support.
- Performs other related duties as assigned.
In addition to being able to confidently perform the above job duties, the candidate should demonstrate the following:
- Agile / DevSecOps - Delivers tested, deployable API increments through version control and CI/CD practices; keeps API work, defects, test evidence, risks, and acceptance status current in Azure DevOps.
- Analytical / Problem Solving - Diagnoses API, authentication, routing, transformation, performance, and data-synchronization issues across multiple systems; designs for reliable error handling, retries, monitoring, reconciliation, and backward compatibility.
- Security / Quality - Builds security, testing, governance, and documentation into the API lifecycle rather than treating them as closeout tasks; produces reusable API patterns, coded templates, OpenAPI/Swagger specifications, and operational runbooks.
- Communication / Teamwork - Coordinates interface requirements with Government system owners, security teams, data engineers, and mission partners; explains design choices and raises blockers or dependencies early enough for the team to act.
- Coaching - Shares practical MuleSoft and/or Informatica administration, development, deployment, and troubleshooting knowledge; supports workshops and recorded walkthroughs tailored to NAVSUP developers and operations staff.
Education and Experience:
Education: A bachelor's degree in computer science, software engineering, information systems, or a related technical field is preferred.
Required experience: The candidate must be able to demonstrate the following:
- Hands-on experience designing, developing, deploying, administering, and troubleshooting MuleSoft Anypoint Platform and/or Informatica solutions in a production environment.
- Working knowledge of API Manager, Runtime Manager, Design Center, Exchange, and API lifecycle or governance capabilities.
- Strong experience with REST APIs, API gateways, OpenAPI/Swagger, integration patterns, authentication, authorization, certificates, and error handling.
- Experience building and testing Mule applications or APIs; working knowledge of DataWeave or comparable transformation technology.
- Experience with automated deployment, Git-based version control, CI/CD pipelines, and repeatable configuration practices.
- Experience integrating cloud-hosted services and diagnosing connectivity, performance, security, and data-exchange issues.
- Ability to work directly with Government stakeholders, system owners, security teams, data engineers, and external mission partners.
- U.S. citizenship and ability to meet all privileged-access, background-investigation, CAC, SAAR, training, certification, and NDA requirements.
Preferred experience: The following experience will strengthen the candidate's fit for this role:
- 5 to 7 years of hands-on production experience designing, deploying, and administering MuleSoft Anypoint Platform and/or Informatica desired.
- At least one prior MuleSoft deployment in AWS or AWS GovCloud.
- MuleSoft and/or Informatica Certified Developer, Integration Architect, Platform Architect, or comparable current certification desired.
- Experience with change-data capture, incremental synchronization, Microsoft Power Platform connectors, Salesforce integration, or DoD enterprise data exchanges.
- Knowledge with RMF/ATO, STIGs, NIST 800-53, Zero Trust, PKI, and DoD identity-management requirements.
- Prior experience in a Department of the Navy, NAVSUP, logistics, or similarly controlled Government environment.
Certifications:
Required: Current DoD 8140.03 IAT Level II baseline certification at the start of performance: CompTIA Security+ CE or a PWS-listed substitute (CCNA, CySA+, GICSP, GSEC, or CND).
Required within six months: An applicable computing-environment certification in AWS, Windows, Oracle, UNIX, or Linux, coordinated to the assigned environment.
Clearance and access: This position requires U.S. citizenship, CAC eligibility, and a final, favorably adjudicated T5, T5R, SSBI, or equivalent investigation before privileged access is granted. Interim privileged access is not authorized. The certification requirements stated above also apply.
The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $140,000.00 to $152,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
