LMI seeks an Operational Requirements / Acquisition Document Specialist to support federal and contractor teams within a large program management office in Washington, DC. The resource is responsible for communicating complex operational, acquisition, and requirements-related information clearly and concisely to diverse audiences through written materials. This role requires expertise in reviewing, editing, developing, and refining documents to ensure accuracy, clarity, consistency of messaging, and adherence to DHS, CBP, and USBP style guides, templates, formatting standards, routing procedures, and document control requirements.

 

The position requires knowledge of U.S. Border Patrol operations, federal acquisition processes, and government requirements management practices. This position supports USBP and CBP leadership by producing well-organized, agency-compliant written products that translate operational needs, capability gaps, and requirements into clear, actionable documentation.

Key responsibilities include:

  • Review, edit, and refine written materials, including reports, briefings, presentations, station profile updates, operational requirements documents, capability gap materials, and acquisition-related documentation, to ensure clarity, accuracy, consistency, and readiness for leadership review.
  • Develop and refine content tailored to stakeholder needs, ensuring written products accurately capture operational requirements, capability gaps, acquisition considerations, and requirements management priorities.
  • Ensure all documents comply with applicable DHS, CBP, and USBP formatting, style, routing, approval, template, and document control requirements for official communications.
  • Maintain consistency in messaging, terminology, tone, and structure across deliverables to support efficient review, routing, and approval by senior leadership.
  • Coordinate with subject matter experts, field personnel, program offices, and leadership stakeholders to develop, validate, and refine written products supporting operational requirements, capability gap analysis, acquisition, and requirements management mission needs.
  • Bachelor’s degree in English, Management, Engineering or a related field; 5–10 years of relevant experience.
  • Proficiency with the DHS Acquisition Lifecycle and developing Acquisition Decision Event documents and other related technical documentation.
  • Proven technical writing and editing experience.
  • Experience with fact-checking, citation management, and style guides.
  • Proficiency in Microsoft 365 (Word, Excel, Outlook, PowerPoint, SharePoint); advanced skills in Word’s Track Changes and document formatting.
  • Background in marketing, communications, business, or change management.
  • Excellent interpersonal and written communication skills.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Self-motivated, proactive, and able to work independently.
  • Strong organizational and time management skills; able to coordinate tasks and set priorities with minimal supervision.
  • Detail-oriented, team-oriented, and adaptable in a dynamic environment.
  • Ability to pass a government background investigation (financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, employment verifications); active CBP background investigation preferred. U.S. citizenship required for suitability determination.

Target salary range: $140k - $160k
