Technical Proposal & Solutions Specialist
Position Summary:
The Technical Proposal & Solutions Specialist supports organizational growth and execution by converting Federal Government requirements, technical inputs, and site-assessment information into clear, compliant, and executable proposal content and technical documentation. The role combines proposal development, requirements analysis, technical writing, and solution-development support for Electronic Security Systems (ESS), communications, and related infrastructure projects supporting DoD, USACE, DoS, and other Federal customers. The ideal candidate can work across Business Development, program/project management, engineering, estimating, supply chain, and field operations to produce technically credible responses while preserving clear ownership of engineering decisions, pricing, and project execution. Hampton Roads-based candidates are preferred to support close collaboration with Organization Operations, Engineering, Program Management, and technical teams; however, fully remote candidates with exceptional Federal proposal and ESS technical experience will be considered.
Job Description:
Proposal Development & Compliance
- Develop and coordinate technical proposal content for RFIs, RFQs, RFPs, task orders, sources-sought notices, and other Federal procurement actions.
- Analyze solicitation instructions, evaluation criteria, SOWs/PWSs, specifications, drawings, amendments, and contract requirements; develop and maintain proposal compliance matrices and requirement traceability.
- Create proposal outlines, content plans, technical approaches, management narratives, staffing and work-plan narratives, schedules, methodologies, and supporting documentation in coordination with responsible subject-matter experts.
- Identify ambiguities, conflicts, assumptions, risks, missing information, and potential Government questions early enough to support clarification and proposal strategy.
- Coordinate, edit, and integrate inputs from Business Development, program/project management, engineering, estimating, supply chain, contracts, and operations into a consistent and responsive proposal.
- Perform technical editing and quality-control reviews for accuracy, consistency, readability, cross-reference integrity, and compliance with solicitation requirements and approved proposal strategy.
- Support proposal reviews, color-team or equivalent review cycles, comment adjudication, and final production/submission readiness.
Technical Solution & Requirements Support
- Translate customer requirements and approved technical concepts into executable scopes of work, technical approaches, deliverables, acceptance criteria, assumptions, exclusions, and contractor/Government responsibilities.
- Work with engineering and technical leads to document solution concepts for access control, intrusion detection, video surveillance/VMS, intercom and mass notification, structured cabling, fiber, networks, backup power, and related ESS infrastructure.
- Assess existing documentation and site information to identify compatibility, obsolescence, interface, infrastructure, constructability, and implementation concerns that require technical resolution.
- Research manufacturers, products, standards, integration capabilities, lifecycle considerations, and installation requirements to support technical decision-making; route final design or architecture decisions to the designated technical authority.
- Support estimators and Project Managers with documented technical assumptions, quantities, work breakdowns, labor drivers, risks, and other inputs needed to develop ROMs and detailed estimates; pricing ownership remains with the responsible estimating/contracts functions.
- Ensure proposed approaches are reviewed by the operational and technical owners responsible for field executability before submission.
Site Assessments & Technical Documentation
- Participate in technical site surveys at military installations and Federal facilities and capture existing conditions through field notes, photographs, measurements, equipment inventories, and drawing markups.
- Coordinate with Government representatives, users, and technical personnel to clarify operational requirements and document constraints affecting scope, cost, schedule, safety, cybersecurity, or system performance.
- Convert validated survey findings into proposal content, scopes of work, requirements matrices, technical narratives, and other actionable project documentation.
- Support development of technical submittals, work plans, installation methodologies, testing/commissioning procedures, RFIs, Engineering Change Proposals, change-order narratives, and technical correspondence as required.
Knowledge Management & Process Improvement
- Build and maintain a controlled library of reusable technical approaches, past-performance content, standard narratives, lessons learned, approved assumptions, and other proposal artifacts.
- Capture proposal lessons learned and recurring customer requirements to improve future response quality, speed, and consistency.
- Support development and continuous improvement of proposal-development standards, templates, review checklists, content-management practices, and handoff processes between capture/proposal and project execution.
- Maintain awareness of evolving Federal, DoD, USACE, cybersecurity, construction, and ESS requirements relevant to assigned opportunities.
Competencies
- Strong analytical and critical-thinking skills with the ability to identify gaps, inconsistencies, risks, and unstated dependencies.
- Clear, concise written and verbal communication with technical and non-technical audiences.
- Ability to challenge unclear requirements and weak assumptions constructively while working collaboratively with subject-matter experts.
- Strong ownership, organization, and follow-through in a deadline-driven environment.
- Practical understanding of the relationship among technical scope, field execution, cost, schedule, compliance, and customer acceptance.
- Professional judgment to distinguish between documenting a solution and exercising engineering, pricing, contractual, or program-management authority.
Required Qualifications:
- Must have a bachelor's degree in technical writing, engineering, information technology, construction management, communications, or a related field; equivalent relevant experience may be considered.
- Must have 5+ years of experience developing technical proposals, technical documentation, engineering/construction documentation, or comparable Federal Government deliverables.
- Must have demonstrated ability to interpret SOWs/PWSs, specifications, drawings, evaluation criteria, and contract requirements and translate them into compliant written responses.
- Must have strong technical writing, editing, research, requirements-analysis, and document-organization skills.
- Must have working knowledge of ESS, low-voltage systems, communications/network infrastructure, or related Federal technical environments.
- Must have the ability to coordinate multiple contributors and assignments under compressed proposal deadlines while maintaining document control and attention to detail.
- Must have advanced proficiency with Microsoft Word and strong working proficiency with Excel, PowerPoint, SharePoint, and collaborative document-review workflows.
Desired Qualifications:
- Experience supporting DoD, USACE, DoS/OBO, or other Federal Government customers and acquisition environments preferred.
- Experience with ESS technologies including access control, IDS, CCTV/VMS, electronic locking/door hardware, intercom/mass notification, structured cabling, fiber, IP networks, and UPS/backup power preferred.
- Familiarity with applicable DoD/UFC requirements, Federal cybersecurity requirements, STIGs, EM 385-1-1, and Government submittal/acceptance processes preferred.
- Experience developing proposal compliance matrices, technical approaches, staffing/work plans, basis-of-estimate inputs, and site-survey reports preferred.
- Experience with enterprise security platforms and manufacturers such as LenelS2, Genetec, Hirsch/Identiv, AMAG, Milestone, Axis, or comparable systems preferred.
- Experience supporting structured proposal review processes and maintaining reusable proposal/content libraries preferred.
Security Requirements:
- Must have or be able to obtain and maintain a Secret clearance.
Travel Requirements:
- Occasional travel up to 20%.
- If the position requires travel by domestic flight or access to secure federal facilities/military bases, the candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as a REAL ID. More information regarding REAL ID can be found at www.dhs.gov/real-id.
Physical Requirements:
