Capstone IT is helping our client to find a Project Manager to lead technology projects from initiation through implementation in an onsite role in Portland, Oregon. This person will partner with Project Sponsors, Product Owners, business stakeholders, technical teams, and vendors to define project vision, scope, objectives, requirements, schedules, budgets, risks, testing strategies, and success criteria.
The Project Manager will oversee enterprise technology initiatives involving Human Capital Management (HCM), Supply Chain Management (SCM), and Finance, while managing projects through the full software development lifecycle. The environment uses Agile delivery practices including Scrum and Kanban, along with tools such as Oracle Primavera, Microsoft Project, Azure DevOps, Jira, Enterprise Project Server, and Microsoft Office.
Success means delivering projects on schedule and within budget while maintaining strong communication, managing risks and dependencies, coordinating internal and external resources, and meeting applicable regulatory requirements.
Compensation: In accordance with applicable Oregon pay transparency requirements, the anticipated pay range for this position is $68.00–$73.00 per hour. Actual compensation will be determined based on factors such as experience, skills, qualifications, and other job-related considerations.

Responsibilities
- Direct technology projects from initiation through implementation.
- Partner with Sponsors and Product Owners to establish vision, objectives, scope, and success criteria.
- Develop project plans, schedules, work breakdown structures, and resource plans.
- Manage software and hardware implementation projects.
- Facilitate requirements gathering and define user stories and acceptance criteria.
- Facilitate estimation and test-strategy discussions.
- Lead Scrum/Kanban-oriented project delivery.
- Track schedule, budget, milestones, risks, issues, dependencies, and project metrics.
- Identify, quantify, mitigate, and control project risks.
- Manage project budgets and costs.
- Coordinate internal project teams and assign responsibilities.
- Manage vendor relationships and evaluate vendor products.
- Communicate project status to technical and business stakeholders.
- Evaluate technology requests for feasibility, cost, timing, and compatibility.
- Ensure projects meet regulatory and company compliance requirements.
- Deliver HCM, Supply Chain, and Finance-related initiatives.
Qualifications
- Bachelor’s degree in Information Systems, Computer Science, or related technical discipline, or equivalent experience.
- Approximately six years of related progressive experience may substitute for a bachelor’s degree.
- Master’s degree preferred.
- 6+ years of IT or related business experience.
- 2+ years in a senior technical or leadership capacity.
- Scrum and Kanban experience.
- Strong understanding of SDLC.
- Experience with Jira, Azure DevOps, MS Project, Oracle Primavera, Enterprise Project Server, and/or comparable tools.
- Experience managing HCM, SCM, and Finance projects.
- Experience managing scope, schedules, budgets, resources, risks, and issues.
- Regulatory/compliance project experience; NAESB experience is a plus.
- Strong communication, presentation, leadership, and stakeholder-management skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Ability to manage several initiatives simultaneously.
- Must be able to work onsite in Portland, Oregon.
