Summary:
Capstone IT is helping our client find an Organization Change Management (OCM) Specialist who will lead change management activities for a major Business and Technology Modernization program. This person will help employees, leaders, and delivery teams successfully adopt Agile ways of working by assessing organizational readiness, identifying impacts and resistance, engaging stakeholders, and delivering communication, training, and reinforcement plans. The role partners closely with the Agile Program Manager, Agile Coaches, leadership, and impacted business and technology teams.

Responsibilities
- Develop and execute the overall change management strategy and adoption roadmap.
- Conduct change impact assessments, stakeholder analyses, and organizational readiness assessments.
- Build stakeholder engagement plans for executives, managers, teams, and support organizations.
- Develop communications that explain upcoming changes, business impacts, expectations, and benefits.
- Create and coordinate training strategies that help employees adopt new Agile practices and behaviors.
- Identify resistance, adoption barriers, and stakeholder concerns and develop targeted interventions.
- Partner with Agile leadership and coaches to reinforce Agile principles, behaviors, and cultural changes.
- Track adoption metrics, readiness scores, stakeholder feedback, and overall change effectiveness.
- Adjust change plans based on feedback, adoption results, and transformation milestones.
- Support the organization’s transition from traditional delivery models toward collaboration, transparency, continuous improvement, and customer-focused Agile practices.
Qualifications
- 5+ years of organizational change management experience.
- Experience supporting technology modernization, digital transformation, or Agile transformation initiatives strongly preferred.
- Hands-on experience with change impact assessments, stakeholder analysis, and readiness assessments.
- Experience developing end-to-end change management plans covering communications, training, stakeholder engagement, resistance management, and reinforcement.
- Working knowledge of Agile principles and frameworks such as Scrum, SAFe, and Kanban strongly preferred.
- Strong experience communicating with executives, managers, business teams, and technical teams.
- Bachelor’s degree in Communications, Organizational Psychology, Business Administration/Management, Information Systems, Sociology, or a related field, or equivalent professional experience.
Nice to have:
- Prosci Change Management Practitioner, CCMP, or comparable OCM certification.
- Government or highly regulated industry experience.
- Federal government experience.
- Jira and Confluence familiarity.
Role Context This Company
This OCM Specialist is supporting a Business and Technology Modernization program where Agile adoption is a significant part of the transformation.
The role is not simply responsible for project communications. It owns the people/adoption side of the transformation: determining who will be affected, how their responsibilities and ways of working will change, whether groups are ready for the transition, where resistance exists, and what communications, training, coaching, and reinforcement are required.
Because the environment includes an Agile Program Manager and Agile Coaches, the OCM Specialist should complement rather than replace those roles. The Agile Coaches are more likely to focus on Agile practices, team effectiveness, ceremonies, and coaching, while the OCM Specialist focuses on organizational adoption, stakeholder readiness, behavior change, communication, training, resistance, and measurable adoption.
Federal government experience being preferred also suggests the person must be comfortable working in a structured environment with significant stakeholder coordination, governance, and organizational complexity.
