The Opportunity:
CACI is seeking a HCM Test Automation & Quality Engineer to ensure the quality, reliability, and compliance of the Oracle Fusion Cloud HCM platform being deployed across the federal government as part of the HCM modernization program. With federal civilian employees depending on this system for their pay, benefits, and career management across multiple federal agencies, there is no room for defects in production. You will design and execute comprehensive test strategies covering functional, integration, regression, performance, security, accessibility, and user acceptance testing. Working within a SAFe Agile continuous testing framework, you will build automated test suites, execute parallel payroll validation, ensure Section 508 accessibility compliance, and coordinate UAT with agency stakeholders. Every Oracle quarterly update, every agency migration wave, and every integration endpoint must be validated before it touches the production environment. This role is remote, but with a preference to individuals in the DMV area.
Responsibilities:

  • Design, develop, and execute comprehensive test strategies and plans covering functional, SIT, regression, performance, security, data migration, and UAT for Oracle Fusion Cloud HCM.

  • Build and maintain automated test suites using OATS, Selenium, or equivalent tools to support continuous regression testing within the SAFe Agile delivery framework.

  • Execute parallel payroll validation testing by comparing Oracle Fusion Cloud HCM payroll results with legacy system outputs for each agency migration wave; document and resolve variances before production cutover.

  • Perform Section 508 accessibility testing to ensure the user interface meets WCAG 2.1 AA standards and is accessible to federal employees using assistive technologies.

  • Coordinate UAT with agency stakeholders, including test scenario development, tester training, defect triage, and sign-off tracking for each agency transition wave.

  • Design and execute performance and load testing to verify the platform meets required response time and throughput thresholds under peak federal workforce transaction volumes.

  • Implement defect management processes using JIRA or equivalent tools, tracking defects from discovery through resolution with severity classification, root cause analysis, and trend reporting.

  • Test integration interfaces with EHRI, eOPF, USA Staffing, payroll providers, Employee Express, MyPay, and other federal systems to validate end-to-end data flow accuracy and error handling.

  • Validate Oracle quarterly update deployments by executing targeted regression suites to ensure existing configurations and integrations remain functional.

  • Participate in SAFe Agile ceremonies, contributing to sprint planning, definition of done criteria, and continuous testing process improvements.

  • Develop and maintain test documentation including test plans, test cases, traceability matrices, and test execution summary reports.

  • Apply established methods and standards to independently resolve moderate functional and technical issues, contribute to team knowledge bases, and consult with senior staff on complex or unfamiliar problems.

  • Communicate effectively with project team members and stakeholders to report progress, explain technical approaches, and support collaborative problem‑solving within workstreams and Agile Release Train ceremonies.


Qualifications:
Required: 

  • Must be able to obtain and maintain a Public Trust clearance (US citizenship required).

  • Bachelor’s degree and 5 years of relevant experience; additional experience may substitute for the degree.

  • 5+ years of professional experience in software QA, test engineering, or test automation for enterprise applications.

  • 3+ years of hands-on experience with automation tools such as Selenium, OATS, Tricentis Tosca, or equivalent.

  • Experience with functional, integration, regression, and performance testing for cloud‑based enterprise applications, preferably Oracle Fusion Cloud or Oracle ERP Cloud.

  • Proficiency with defect and test management tools such as JIRA, HP ALM, or Azure DevOps Test Plans.

  • Strong understanding of SAFe Agile continuous testing practices, including TDD and shift‑left strategies.

  • Experience coordinating UAT activities with business stakeholders, including planning, execution, and defect triage.

  • Excellent analytical and communication skills, with the ability to document results and communicate quality status clearly.

Desired:

  • 6+ years of testing experience with at least one large‑scale Oracle Fusion Cloud HCM or Oracle ERP Cloud implementation.

  • ISTQB Foundation or Advanced Level certification.

  • Experience using performance testing tools such as JMeter, Gatling, or Oracle Load Testing.

  • Experience performing Section 508 accessibility testing using tools such as ANDI, axe, or JAWS.

  • Knowledge of federal HR business processes including payroll, benefits administration, and personnel action workflows.

  • Experience with parallel payroll validation methodologies and automated payroll comparison testing.

  • Scripting skills in Python, JavaScript, or Groovy for automation and data generation.

  • Experience with Oracle Cloud technologies including OIC or OCI in enterprise HCM or ERP environments.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$75,200-$158,100
