HCM Data Migration Middleware Developer
The Opportunity:
Responsibilities:

Design and develop ETL pipelines using Oracle Integration Cloud (OIC), Informatica, Talend, or equivalent tools
-
Create transformation rules mapping legacy HR values to Oracle Fusion HCM reference data, value sets, and lookups
-
Build data cleansing pipelines to resolve missing fields, invalid formats, duplicate data, and referential integrity issues
-
Implement scalable batch-processing frameworks with configurable parallelism and restart/recovery capabilities
-
Develop comprehensive error handling including categorization, automated retries, and reporting dashboards
-
Build reconciliation processes comparing record counts, key field values, and business rule validations across data stages
-
Maintain data quality dashboards showing pipeline status, error rates, completeness, and reconciliation metrics
-
Design reusable transformation templates and parameterized mappings for repeatable agency migration cycles
-
Partner with PeopleSoft/EBS legacy export teams to define extraction formats and interface specifications
-
Support iterative mock migrations and final cutover loads, resolving data quality findings in each cycle
-
Document ETL designs, transformation rules, data flows, and runbooks following SAFe Agile standards

Independently resolve functional and technical issues of moderate scope and contribute to team knowledge bases

Communicate progress, technical approaches, and issue resolution to stakeholders and Agile Release Train partners
Qualifications:
Required:
-
Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
-
Bachelor’s degree and 5 years of relevant experience (additional experience may substitute for degree)
-
5+ years of enterprise ETL, middleware development, or data integration experience
-
3+ years hands-on experience with OIC, Informatica PowerCenter/Cloud, Talend, or similar platforms
-
Strong SQL proficiency including complex transformations, validation queries, and reconciliation logic
-
Experience with large-volume batch processing (100,000+ records) and related performance optimization
-
Knowledge of data quality management: profiling, cleansing, standardization, and validation
-
Experience with file-based integration formats (CSV, XML, JSON) and enterprise loading specifications
-
Familiarity with Agile/SAFe methodologies
Desired:

6+ years ETL/middleware development experience supporting HCM or ERP data migration projects
-
Oracle Integration Cloud (OIC) certification or strong proficiency with OIC adapters and orchestrations
-
Hands-on experience with Oracle Fusion HDL and HSDL file specifications
-
Informatica or Talend certification
-
Experience with federal HR data standards (e.g., EHRI)

Knowledge of Oracle Fusion HCM business objects and REST API models
-
Experience developing data quality dashboards with Oracle Analytics Cloud, Power BI, or similar tools
-
Experience with Oracle Cloud technologies (OIC, OCI) supporting enterprise HCM/ERP environments

The proposed salary range for this position is:
