We are seeking an experienced Program Manager to support the Department of Veterans Affairs (VA) Testosterone Screening and Treatment Expansion Program, a federal healthcare initiative aimed at improving Veterans' access to evidence-based testosterone screening and treatment services across an integrated health system. In this role, you will serve as the Task Order Manager responsible for planning, executing, and overseeing all programmatic activities in direct support of VA clinical and operational goals. You will work at the intersection of federal healthcare delivery and program governance, ensuring that program milestones, deliverables, and quality standards are met on time and within scope.
The ideal candidate is a mission-driven, detail-oriented leader with deep experience managing complex healthcare programs within large government or corporate environments, and who thrives in a structured federal contracting context with multiple stakeholders. You are equally comfortable driving strategic planning sessions and managing day-to-day execution details, and you bring a collaborative, proactive working style that keeps cross-functional teams aligned and accountable.

Serve as the primary Task Order Manager for a large-scale federal health contract, acting as the central point of accountability for all program planning, execution, monitoring, and closeout activities in support of the VA Testosterone Screening and Treatment Expansion Program.
Lead the development and maintenance of comprehensive program management artifacts including project plans, integrated master schedules, risk registers, communication plans, and status reports in compliance with VA and federal contracting requirements.
Coordinate with VA Contracting Officer's Representatives (COR), clinical subject matter experts, and internal team leads to align program activities with targeted VA health outcomes and ensure timely achievement of task order deliverables.
Identify, assess, and proactively mitigate program risks and issues, escalating critical blockers to VA leadership and contractor management with recommended corrective action plans to maintain program momentum.
Oversee resource allocation, staffing plans, and subcontractor performance to ensure the right personnel and capabilities are deployed across all phases of the task order lifecycle, from initiation through closeout.
Prepare and present program performance briefings, data-driven progress reports, and executive summaries to VA stakeholders and senior leadership, ensuring full transparency into program health, metrics, and strategic alignment with VA's integrated healthcare mission.

Minimum of 10 years of experience in healthcare program management, with demonstrated expertise in planning, initiating, managing, executing, and closing out programs within an integrated health care system.
Master's Degree required in a relevant field such as Healthcare Administration, Public Health, Business Administration, or a related discipline.
Minimum of 6 years of experience supporting a large corporation or government agency, with preference for direct experience supporting federal healthcare agencies such as the VA, DoD, HHS, or similar.
Ability to obtain and maintain VA network access and comply with all VA security, privacy, and credentialing requirements, including completion of required VA onboarding and background investigation processes.
Must be authorized to work in the United States; this position does not offer visa sponsorship.
Active Project Management Professional (PMP) certification or equivalent recognized project/program management certification (e.g., PgMP, FAC-P/PM, DAWIA PM) required at time of hire.

Prior direct experience supporting VA programs, Veterans Health Administration (VHA) initiatives, or federal health IT/clinical operations contracts; familiarity with VA-specific program governance frameworks such as the VA Acquisition Regulation (VAAR) and VHA Directives; experience managing programs related to men's health, endocrinology, preventive care, or clinical screening and treatment expansion; knowledge of federal performance-based contracting principles, earned value management (EVM), and OMB/federal reporting requirements; and experience working within or alongside VA's Office of Patient Care Services or a comparable federal clinical program office.
