This role combines strategic planning, stakeholder engagement, research, analysis, and team leadership to develop effective partnerships and high-quality products that address complex cybersecurity challenges.

This position will serve as a trusted coordination and consulting resource, helping facilitate stakeholder relationships, manage initiatives and deliverables, and translate complex cybersecurity and program information into clear, executive-level communications.

Responsibilities:

  • Build and maintain strong relationships with government, industry, state, local, tribal, territorial, and international stakeholders through structured engagement strategies and collaborative initiatives.
  • Plan and lead stakeholder engagements, meetings, workshops, and working sessions; facilitate discussions, gather information, and develop recommendations that address client and partner needs.
  • Conduct qualitative and quantitative research and analysis to identify trends, assess stakeholder feedback, evaluate engagement effectiveness, and inform project strategies and recommendations.
  • Develop and deliver high-quality project products, including strategic plans, assessments, reports, presentations, briefing materials, talking points, fact sheets, and white papers, while managing multiple milestones and deliverables.
  • BA/BS degree and 10–15 years of relevant experience, or an equivalent combination of education and experience.
  • Strong understanding of cybersecurity fundamentals from a technical, policy, or combined perspective.
  • Experience working with state, local, tribal, and territorial (SLTT) organizations, including state or municipal governments, regional associations, or similar public-sector organizations.
  • Experience managing relationships with industry stakeholders and external partners.
  • Experience working with cybersecurity industry partners or organizations.
  • Strong written and verbal communication skills, including the ability to communicate effectively with senior and executive-level stakeholders.
  • Demonstrated experience developing executive-level deliverables, presentations, reports, briefings, and other professional written products.
  • Experience coordinating and managing projects, deliverables, timelines, and competing priorities.
  • Strong stakeholder management, facilitation, organization, and general management skills.
  • Demonstrated consulting skills, including the ability to assess stakeholder needs, synthesize information, and provide actionable recommendations.
  • Ability to work effectively across technical, policy, program, and executive stakeholder groups.
  • Must be eligible to obtain and maintain DHS suitability.
  • Excellent written, verbal, and executive communication skills.
  • Strong relationship-building and stakeholder engagement capabilities.
  • Ability to understand and communicate cybersecurity concepts to both technical and non-technical audiences.
  • Strong project coordination and organizational skills.
  • Ability to develop polished, concise, and executive-ready deliverables.
  • Strong analytical, consulting, problem-solving, and interpersonal skills.
  • Ability to manage multiple priorities in a fast-paced, collaborative environment.
  • High degree of professionalism, judgment, attention to detail, and responsiveness.

Preferred Qualifications:

  • Prior experience supporting DHS, CISA, or another federal cybersecurity organization.
  • Familiarity with DHS/CISA organizational structures, mission areas, stakeholder engagement processes, and operating environment.
  • Experience supporting cybersecurity-focused federal programs or initiatives.
  • Experience coordinating partnerships involving federal, SLTT, and private-sector organizations.
  • Project management experience in a federal consulting or government contracting environment.

Clearance / Suitability

  • DHS Suitability: Required. Candidate must be eligible to successfully complete and maintain all DHS suitability requirements associated with the position.
