Under the general supervision of the Assistant Facility Administrator. This position plans, implements, administers, and directs Residential services at Whitten Regional Center, an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID).
Provides effective leadership and supervision to Lead Direct Support Manager (Lead DSM), Qualified Intellectual Disabilities Professionals (QIDPs)/Direct Support Managers (DSMs), and relevant support staff. Promotes solid management practices and ensures high standards of professional services and quality supports are provided at all times.
Facilitates internal compliance and quality improvement mechanisms, in conjunction with Quality Assurance (QA) and Staff Development to ensure that consumer safety and health is a priority and standards of care and support are in accordance with applicable regulations and standards (ICF-IID, Agency and Office Directives and Regional Center Internal Procedures). Ensures understanding and effective use of Therap among staff.
Monitors campus activities through on-site visits to the residences. Provides feedback, correction, and positive reinforcements appropriate. Makes occasional weekend or after hour visits to the residential units to include working closely with Campus Support to ensure safety and compliance for the facility. Determines staffing levels and requirements for all functions supervised and make recommendations to the Assistant Facility Administrator, including determining schedules of employees for the benefit of consumers serves, and employees to the greatest extent possible. Ensures accurate input and assessment of target staffing level (TSL) report.
Maintains effective and supportive relationships with family members and consumers. Provides follow up resolution(s) of any concerns and complaints related to residential living or other supports provided.
Reviews and make recommendations on the control of expenditures; makes recommendations on needs related to staff/consumers and physical property that will enhance the functioning safety and well-being of consumers.
Ensures all consumers served within the Facility have access to self-advocacy opportunities and inclusion on the Olmstead List for less restrictive placement, if they so desire. Actively participates in a self advocacy program that meets regularly and exposes all consumers to information they need regarding their rights and placement options. In conjunction with the Quality Assurance Coordinator maintains a current list (Olmstead Report) of individuals and their desire to live in a less restrictive placement.
Keeps Assistant Facility Administrator (AFA) apprised of pertinent information. Serves as a member of the Executive Committee and other committees as assigned. Ensures regular interaction and participation in all relevant team meetings, committees and planning sessions. Ensures expectations for operation of the Residential Services Program are met and maintained in accordance with the agency's mission.
Performs other related duties as assigned by the Assistant Facility Administrator or Facility Administrator; completes projects and duties associated with the Residential Program in a timely and accurate manner.
Position Duties
A bachelor's degree and leadership experience in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) and/or in another type of highly regulated, licensed residential environment.
Ability to makes occasional weekend and/or after hour visits to the residential units to ensure safety and compliance for the facility.
Minimum Qualifications
Leadership and/or management experience in the field of intellectual and related disabilities with supervisory experience in the area of Residential Services for an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID). Strong motivational, coaching and teaching skills. Ability to effectively prioritize & manage multiple tasks and wide-ranging responsibilities. Sound decision making skills with effective written & oral communications. Sensitivity to the special needs of persons with developmental disabilities and/or related disabilities and their families. Sensitivity to employee's issues and ability to facilitate a team-oriented service process.
Knowledge of an agency's mission, programs, and objectives. Knowledge of management principles. Knowledge of an agency's organizational structure, the people who manage the work, and the processes applicable to government work. Ability to interpret and apply rules and regulations. Ability to manage work and provide guidance to employees. Ability to make presentations and prepare reports.

Immunization: If this position requires the applicant to work directly with consumers of The South Carolina Department of Behavioral Health and Developmental Disabilities tuberculosis (TB) skin or blood testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, employees of The South Carolina Department of Behavioral Health and Developmental Disabilities may be required to work in times of an emergency or disaster.
