The Project Manager (Architect) will provide professional architectural, project management, planning, design-review, construction-management, and technical support services to the Defense Health Agency – Facilities Enterprise (DHA-FE), Rhine Ordnance Barracks Medical Center (ROBMC) Project Support Office (PSO) in Weilerbach, Germany.
The position supports the successful execution of the approximately $1.8 billion ROBMC project and works as part of the Integrated Project Office (IPO)/PSO, coordinating with DHA-FE, supported medical units, the U.S. Army Corps of Engineers (USACE), Garrison Directorate of Public Works (DPW), General Contractor, Host Nation representatives, architects, and other project stakeholders.
Responsibilities include:
- Provide project management support for the ROBMC medical facility project.
- Support project planning, concepts, design review, and design coordination.
- Conduct design reviews using Bluebeam.
- Support development of Operational Space Criteria and scope requirements.
- Perform interior design analysis.
- Develop hygiene transition spaces that satisfy applicable U.S. and German criteria.
- Support development and management of the Construction Project Office.
- Review contractor submittals and samples to ensure compliance with project specifications.
- Coordinate and prepare Change Proposals.
- Coordinate Contractor Requests for Information (RFIs).
- Attend design and construction meetings with the General Contractor and Host Nation representatives.
- Provide technical assistance related to U.S. Department of Defense health facility planning, project management, construction management, transition management, total building commissioning (TBCx), maintenance, and facility outfitting.
- Apply applicable U.S. and Host Nation building codes and standards, DoD and Army regulations, Joint Commission requirements, NFPA, OSHA, ASHRAE, ADA, and applicable U.S. and German hygiene and medical standards.
- Prepare documentation and presentations and deliver them to designated recipients as required.
- Coordinate project schedules and progress with the PSO Program Manager (PgM) or designated representative on a weekly basis.
- Submit time schedules and expenditure-of-effort information to the PSO PgM.
- Coordinate with Government personnel while remaining an independent contractor and operating under the direction of the Contracting Officer (KO) or authorized Contracting Officer's Representative (COR).
- Support project activities at the ROBMC construction site and, when required, travel to legacy facilities including Landstuhl Regional Medical Center (LRMC) and the 86th Medical Group (MDG) at Ramstein Air Force Base.
- Perform occasional travel as required by the DHA-FE Program Manager to other locations supporting task-order requirements.
Requirements
- MUST be US citizen and have ability to obtain security clearance
- Professional architectural/project management expertise applicable to complex U.S. Department of Defense healthcare construction projects.
- Knowledge and practical application of U.S. DoD health facility planning, design, construction, project management, transition management, commissioning, and maintenance.
- Knowledge of U.S. and German building codes, standards, healthcare requirements, and medical facility regulations.
- Working knowledge of DoD and Army regulations and applicable Joint Commission, NFPA, OSHA, ASHRAE, ADA, and U.S. and German hygiene and medical standards.
- Ability to perform and coordinate architectural and technical design reviews.
- Ability to use Bluebeam for design review and coordination.
- Ability to review construction submittals, samples, specifications, RFIs, and change proposals.
- Ability to coordinate effectively with Government agencies, medical users, contractors, architects, Host Nation authorities, and other stakeholders.
- Strong technical writing, documentation, presentation, communication, and coordination skills.
- Ability to manage schedules and track project progress and expenditures of effort.
- Ability to work independently without performing inherently governmental or personal-service functions.
- Ability to comply with applicable Federal Acquisition Regulation requirements governing contractor personnel.
- Ability to travel as required to support project activities.
- Ability to comply with applicable Joint Federal Travel Regulations (FJTR), Department of Defense Foreign Clearance Manual requirements, and SPOT-ES requirements when applicable.
- For overseas employment, compliance with Defense Base Act (DBA) insurance requirements is required.
